It all depends on what relaxer you use. A sodium hydroxide one will eat your hair off. But one thats a thioglycolate one will be drying but atleast you will have hair.Can i relax my hair if i color and highlight my hair with bleach?

You can, but your hair will be open to serious damaging. Have a professional do it.
no this may sound stupid but trust me if you do that your stressing your hair my mom is a hair sylist i know all about this stuff
